Hello And Greetings From Ayurvedic Cure

Normal age of the puberty when there are changes occurring in the body like development of genitals and onset of menses is 12-13 yrs. And can be prolonged to 15-16 yrs. If still menses do not start then it is called primary amenorrhea. there are various factors responsible like hormonal changes or defect with the ovary/ Pituitary Gland.

Actual treatment is only to be started after the exact cause is known. As the treatment varies with the cause of the disease.
Some times it can be corrected with the surgery like in case of the tumor or any other disorder.

If cause id genetic then through hormonal medications.Very rare chances are there if no treatment works then radiation.

Thank you
