Is there any cure for over production of Melanin in skin?

I have a friend who’s been suffering from very rough foot. She has very dark rough foot. She has tried many things and gotten many prescriptions but no results. This is the prescription she was told; an over layered of melanin production which has cause the top layer of her foot to be very black. Is there anything you could prescribe that may be able to fix this problem? She said she was born this way and so far nothing have worked in her effort of trying to fix the problem.Thanks for your efforts
