What should be the treatment for unequal sized breasts?

My daughter is about to make 18 and has a visibly noticeable difference in her breast size. I know that this is not abnormal my question is, is there any thing aside from cosmetic surgery that can help her?

This is very common to have small difference in the size of the breasts of a female.
